The Atlantic Highlands Planning Board will meet Thursday, October 1 at 7 p.m. at Borough Hall, though it has not been made clear exactly what is happening.
The agenda posted for the meeting includes the regular workshop including time for public comment on items not on the agenda, a usual agenda item for all meetings.
According to the agenda, it does not appear that will also be permitted during the regular meeting.
The regular meeting, which immediately follows the workshop session, according to the agenda, will begin with the September 3 agenda of the meeting whose minutes have not yet been approved. That agenda includes the appointment of a vice chair, approval of vouchers and the memorialization of the approval resolution for a bulk variance at 102 Center Avenue.
It also includes the continuation of the hearing on use variances for Carton Brewing LLC on First Avenue.
Presenting the agenda for September before taking on the agenda items for actions at the October meeting is the attorney’s recommendation designed to resolve the issue stemming from a situation at the September meeting.
That meeting continued last month in spite of it being advertised that ZOOM was being used, as it is at all planning board meetings for both hearing and speaking at the meeting. However, when it was made evident at the beginning of the September meeting there was a technical problem with ZOOM and it was not available, the meeting continued as usual.
That concern was brought up to the governing body’s attention by local resident Mark Fisher, who was in attendance at the meeting.
However, neither has it been mentioned, nor is it on the agenda for Thursday’s meeting, that the professional retained by Carton Brewing who gave testimony and answered questions at the September meeting would be present Thursday to answer questions and present his testimony once again. His presentation and questions from the public attending the meeting occurred after ZOOM was not available, making it impossible for residents at home to voice their opinions or ask questions of the traffic engineer.
Thursday’s meeting also includes approval of minutes from June and July, as well as voucher approval for August and memorializing the resolution of approval for Carton Brewing that was approved at the September meeting over one negative vote.
In addition, on the agenda for Thursday are applications for two new bulk variance applications, one for 27 Lower Prospect, one for 57 Navesink Avenue.
Applications for two other variances originally scheduled for this meeting have been carried to the November 5 meeting. Those include a bulk variance for property at 38 East Avenue, and a use variance and subdivision for Smodcastle at 82-84 First Avenue.
The agenda for Thursday’s meeting, posts on the borough page under Planning Board minutes for October 1, does not include public comment at the end of the meeting before adjournment.
