Highlands Mayor Carolyn Broullon tells it like it is, both the past, the present and what’s upcoming in October in her September monthly report to borough residents.
The report is available monthly for the previous month’s activity within 24 hours of the start of the next month. It is available to be read in full at highlandsnj.gov/announcements
While the report lists current projects and their status, as well as grants sought, awarded or awaiting action as well as other grant ideas to seek, the report also cites events and activities impacting residents for the upcoming month.
For October, these include urging residents to take borough surveys as included in the report, noting that “your opinion counts”, as well as urging residents to sign up for Nixie Alerts, giving more information and their importance at https://highlandsnj.gov/alerts/. Surveys can be taken at highlandsnj.gov/government/survey It also notes the dates and times for storm cleanup and brush and bulk pickups.
But the report also includes “fun” activities for all residents during the upcoming month, including the Taste of Highlands town wide celebration set for October 10 from noon to 5 p.m. as well as the monthly Knights of Columbus breakfast at Our Lady of Perpetual Help Church on October 11. Bouillon cites a series of activities for The Lions Club, including its pancake Breakfast at the Community Center on October 14 and its Centennial celebration set for Lions Day at Off the Hook on October 14 from noon to 10 p.m.
The report also recognizes the 251st celebration of the US Navy, and the Open House for STEAM Academy and Henry Hudson on October 13.
The October report updated reports from the emergency services and code enforcement for august, noting in that month the first aid squad responded to 29 calls, the fire department, 33 calls and the police department, 785 calls.
Also included in the report is notice the Code Enforcement officer issued 7 summons, 11 warnings, and completed 23 inspections, while the building department noted that 25 of 35 inspections passed approval, with seven failing and 6 unprepared. Fifteen construction permits were issued along with eight zoning permits. The Land Use Board met and reviews updates for the 2026 Master Plan as well as Seastreak’s application for zoning and parking improvements. There was a hearing September 30 and a fourth hearing on improvements set for December 9 at 7 p.m. at Henry Hudson Regional School. The school was scheduled for the final hearing to accommodate all residents at the meeting.

Also fondly remembered were Monsignor Michael J. Walsh, also a former pastor and a Director of the high school. Monsignor Walsh died earlier this month; the Committee noted that “as pastor of St. Mary’s and director of Mater Dei, Father Mike strengthened our community of faith through his own steadfast example, nurturing students, supporting faculty and staff and welcoming alumni. He embodied kindness and compassion in all he did. Proud of his Irish heritage and devoted to the Blessed Mother, Father Mike was a long time supporter of this annual Mass and served as its celebrant on several occasion.
